Mr. Van Pelt succeeded Clark Jeary who for many years served as chairman. To appear before the zone board is something different and exceedingly informal. The applicant pulls up a chair and sits at the board with members. The matter at hand is thoroly discussed.

Charts and maps are spread out. Many questions may be asked and answered. And here is a board which gives independent expression. Some of the sessions are lively. There are disagreements with no attempt to pull punches.

Members think nothing of a divided vote when a division ex presses individual sentiment. No advisory board ever worked longer and harder for no pay. Zoning may be defined as a means of promoting the health and welfare of the community an attempt to insure to the citizens at large the full enjoyment of all the advantages which a well organized city, should supply. Comprehensive zoning began in 1916. It was adopted in Lincoln in 1926.
